They have mats as well as lots of buildings for pretty cheap. I think HO scale is 10 mm but not sure. Also don't know about if the buildings open up or not.

Isn't 10mm too small? I got some 12mm tanks and they are much smaller than FoW 15mm versions.

Railroad model scale is measured in fractions, not millimeters.

I could be wrong, but I'm pretty sure HO scale is a bigger train model.

Call Warrick hobbies in Davie - they'll know which scale is closest to 28mm

HO scale is 20mm. If you find railroad stuff in TT scale, then it'll be close.
