You would gladly pay $40 if it would win you not only the game in one or two turns, but kick you opponent in the nuts and give you a chance to totally belittle his abilities.

The Black Guard of Barad-Dûr look sweet but I'm not paying $15 per set of 3 for them, unless I use them as command units.

That is why I would use the 3 normal units to proxy for the captains and what have you. Again they look sick but I have a budget to keep to.

There are a number of sweet troop options (both look and use) which cost WAY too much.
Dwarven Vault Wardens, Dol Amroth, and Castillians of Dol Guldur all come to mind.
Sometimes you can proxy. I'm using cheap plastic BFSP spiders ($1 per) as moria spiders ($7.50 per). I'm using amazingly discounted goblin spearmen (.55 per) as moria prowlers ($5).
