Can anyone explain this tactic to me?

A unit that is within 8" of an enemy may not make a march move (double movement rate) and instead may only move their base value. It is used to slow down the enemy movement.
Flyers are especially good for this- but other fast units can work.
You can take advantage of their slower movement to afford you more rounds of shooting or magic.

Well, what would keep the unit from just charging your march blocker?

Fast units and flyers can get into a position easier in which they are on a flank and can't be charged. And if you use crappy troops for such a purpose, generally they are just fodder anyways so you don't care and let your opponent waste time attacking them while you sit back blasting them from a distance.

Flyers can drop in behind your lines.
Light cavalry move like 40k and they can use that manuverability advantage to position on the sides out of LOS.
Light cav can also feign flight - which lets them move and shoot on the turn they rally from a voluntary charge.

Fast units not only March block, but they also block charges and can bait and flee. Fast Cavalry units in particular can really be annoying by running up, getting in your charge lanes, fleeing, and then regrouping in your next turn with the fast cavalry rules.
