Common Items such as dispel scrolls and the common magic items...can you have more than one in an army? Like a sword of biting(the -1 to targets armor)or dispel scrolls, can more than one character in your army have one.

dispell scrolls you can have as many as your mages can carry in points, evrything else is one per army.

Some race specific items you can take more than once as points allo, like Mushrooms for Night Goblins or Warp Tokens for Skaven.

From the common items list, you may take Dispell Scrolls and Power Stones more than once (and more than one character may carry them -- they are arcane items, so only wizards, or characters that count as wizards, may carry them, though). Everything else is once per army.

For army-specific magic items, you'll have to see the description for each item in the army book -- the mushrooms and warpstone tokens that were previously mentioned are good examples.
