It's a concept trailer made for the purpose of trying to get Warner Brothers to fund the actual movie, not an actual movie trailer.

Jerry Ryan who is Sonya in it explained it, that she did it as a favor. Many people/companies do this now, create fake trailers for movies or tv shows to try to create a better way of potraying the vision they have to influence networks/studios to give the go ahead for the project.

This was a leak of the trailer made for Warner Brothers, usually this stuff is never seen.

It's rumored to be either a teaser for a Mortal Kombat movie, or a live-action trailer for a new MK game, like they've done with the past couple of Halo games. They were talking about doing a reboot of the franchise, so my money's on the latter.

It was confirmed to be a concept trailer pitch that was made for a new movie, not a game. It's not a teaser.

Well the movie is a lie, but the new game isn't. They announced it a long time ago but they finally revealed it obviously after the hype this "movie" trailer created. The game has nothing to do with the mock up trailer, but the game looks good and returning to the old school style instead of the shit 3D fighter it became:
