25mm or 28mm
Is there a difference. Is the 25mm designation referring to the base or mini. For example I say a box of modern plastic zombies at 25mm. Would that fit with 40k or look smaller?

This issue comes up from time to time.
My understanding is GW's 28/32 (depending) scale is what is called "Heroic", meaning over the top and not anatomically correct.
Whereas LotR is more accurate and have "normal" looking models.
So I don't think 25mm would be way off, say like 15mm would be.
Do you want to buy a bag of zombies on the cheap? And want to make sure that the zombies would fit before you make the purchase?

GW Warhammer games use 28mm heroic scale. Almost all other companies who mostly use 28mm produce at true 28mm scale and the figs usually look a bit smaller (mainly skinnier) compared to WH figs. Height is often not a huge difference and some manufacturers, you will not see much different with GW as many companies have unique or awkward art styles to figures that don't really follow realistic proportions.
25mm will likely be much more noticeable though compared to GW figs, but against a true 28mm figure you probably would see no difference.
Several companies put out 32mm figs and they are about GW size. But over 25-32mm does not see massive difference in sizes and terrain especially between them all is compatible.
