Not a rail gun. Not even close. The projectiles still use a propellant, whereas a railgun would use the electromagnetic charge only as the impetus for moving the projectile. The similarity to a railgun would be the induction firing mechanism OUTSIDE the barrel which would trigger the propellant, and then the only similarity would be the fact that it uses induction (like your electric toothbrush uses to charge).

My Mistake, when i watched the episode on Future Weapons, they were discussing Railguns, and i thought metal storm used EM coils to move the projectiles. I must be thinking of a different gun.
